Phoenix seeks to charge car thief in midair crash.

Four people are dead as a result of a midair crash between two local television news helicopters. The news crews, including a pilot and photographer in each chopper, were covering a police chase through downtown Phoenix when the crash occurred. There were no survivors.
Amidst the shock and sorrow is a rising anger and calls for the car thief to be held responsible for the midair crash. Channel 3, whose news crews were among the fatalities, is reporting that Phoenix police are working with investigators and the county attorney to see if charges (felony flight) could be brought against the car thief.
I am aware of cases where fleeing criminals are found to be responsible for accidents that occur during or as a result of their fleeing from police, but this action seems to be going a little too far.
